new rules for upcoming county
competitions:
1. Any team pulling out of a championship game = fine of €50
2. Any team pulling out of a league game = fine of €50
3. Not submitting a team sheet for a match programme = fine of €100
4. Non attendance at county board meetings = fine of €20
